Steel Factory vs Steel Resource
The Steel Factory is a Guard of Order faction building unlocked at HQ14. It increases Guard of Order hero attack, defense, and troop capacity via its upgrades. It does not produce steel resource.
If you are upgrading faction buildings for Hall of Honor bonuses, Steel Factory level 20 unlocks the Guard of Order Hall of Honor buffs.
