Recharge Shield Research
Once its prerequisites are complete, Recharge Shield gives the highest formation power per badge spent.

Upgrade material: Hall of Honor levels use Hero Fragments and Universal Hero Fragments. Fragments are required on every level, so do not spread them randomly across low-impact heroes.
